Company Summary
The SJRA is a public entity whose mission is to develop, conserve,
and protect the water resources of the San Jacinto River basin. Its
primary purpose is to implement long-term, regional projects
related to water supply and water quality. SJRA delivers raw water
to both municipal and industrial consumers and provides water
treatment and wastewater services through the ownership, operation,
and maintenance of infrastructure including reservoirs, groundwater
wells, surface water and wastewater treatment plants, pump
stations, lift stations, and miles of open channel and conveyance
systems.
Position Summary
The Construction Inspector 3 performs on site construction project
inspection for all SJRA new construction, repair, and
rehabilitation projects. Reads and interprets construction and
contract documents and provides oversight on multiple simultaneous
projects. This role carefully observes and reports on the work of
the General Construction Contractor and its subcontractors to
ensure general compliance with the requirements of the Construction
Contract.
Essential Duties and Responsibilities (Other duties may be
assigned.)
- Reads and interprets construction contracts, drawings,
specifications and other project related documentation to
effectively inspect, observe and report on contractor activities
and to verify that the work is compliant; informs contractors
and/or applicable managers of any deviations in compliance with
contract documents or failure to rectify work.
- Maintains accurate, up-to-date and factual daily log describing
the activities and the work of the General Construction Contractor
and/or their subcontractor, including conversations (phone calls,
in person, etc.); prepares and submits related daily reports.
- Utilizes and maintains the paper and electronic SJRA document
control systems, using the SJRA standard approved document control
numbering/coding system.
- Maintains project record files; prepares deficiency reports and
follows up to ensure correction.
- Provides oversight on multiple, simultaneous projects; observes
and reports on issues impacting the work or the progress of the
work. Coordinates with the contractor on daily and weekly schedule
tasks in the field and reports any delayed tasks to the
Construction Manager. Advises contractor and reports non-compliant
work or materials to the Construction Manager.
- Reviews, verifies, and recommends the quantities contained in
the Contractor's monthly application for payment request and makes
recommendations to the Construction Manager regarding payment of
monthly application, Partial Substantial Completion, Substantial
Completion, and Final Completion requests for payment; ensures
timely Contractor submittal and Owner payment.
- Attends and participates with the Contractor in all routine
meetings and inspections as set forth in the Contract Documents and
special meetings when requested; assists in responding to impacts
and concerns of construction on the local community.
- Coordinates the activities of the Construction Material Testing
Laboratory Consultant as necessary; reviews and comments on
invoices of the Material Testing Laboratory Consultant and makes
recommendations for payment.
- Promptly reports to the Construction Manager the occurrence of
any accident; prepares and submits detailed incident reports within
standard notification requirements.
- Coordinates activities of the Contractor and SJRA operations
division staff for training program developed by Contractor,
ensuring that scheduled training fits within the clients'
(Operating Division) schedule; ensures compliance with approved
training program and that the Contractor's training satisfies the
requirements of the contract.
- Coordinates and works to ensure contract-required spare parts
are transmitted to the SJRA operating division.
- Assists the Construction Manager(s) to resolve construction
project related issues.
- Operates SJRA company vehicles to drive from designated office
complex to project sites within all of the operational
divisions.
- This position is classified as a safety sensitive position. The
individual holding this position is subject to random, unannounced
drug and alcohol testing.
- This position is classified as secondary essential personnel.
The individual holding this position will be required to work as
required in (1) preparation for an emergency event and/or (2)
during recovery from an emergency event as directed by their direct
supervisor, Department/Division Manager, the appropriate Senior
Level Manager, or the General Manager.

Requirements:
- High School Diploma or equivalent Required
- At least 8 years Experience providing inspections on projects
for utilities including wastewater treatment plants, sanitary sewer
lift stations, water treatment plants, booster pump stations, water
storage tanks, and underground piping systems, as well as raw water
projects including canals, levees, and dams.
- Basic familiarity with a broad spectrum of materials, methods,
and processes used in the construction of utility and raw water
projects.
- Equivalent combination of education and experience
considered
- ACI Certification Preferred ICC Certification Preferred
- Texas Driver's License with Insurable driving record Required
